Guillermo Roca

A Bolivian economist, Guillermo Roca has extensive experience in program planning, monitoring and evaluation and institutional management for public and non-profit agencies. He has specialized in the management of human and financial resources for public institutions involved in human rights and social investment.

As Secretary General of the Human Rights Ombudsman in Bolivia, Mr. Roca developed, implemented and coordinated all aspects of the institution's decentralized management systems in the head office, nine regional offices and various sub-regional offices. He promoted an integrated approach to the implementation of the Ombudsman's Five Year Strategic Plan by pooling institutional finances in a basket fund mechanism with contributions from the public treasury and international cooperation agencies.

As representative of Bolivia's Social Investment Fund from 1992 to 2000, Mr. Roca supervised multi-million dollar projects in various areas related to human development, including health, education, water and public health.
